Bundoora Council Actions Build on Decades of Planning Pressures
Recent steps by the two councils covering Bundoora reflect long-running needs for updated rules, infrastructure and site rezoning.
How we reported this

Bundoora remains divided between Whittlesea and Darebin local government areas, and recent permit figures illustrate the split: Whittlesea received 50 planning permits in 2025-2026 and approved 26, while Darebin received 14 and approved 4.
Why these updates matter now
The division between the two councils has long shaped how development applications move through the system. Actions taken today address accumulated issues that date back many years, including outdated rules and expired precinct plans that no longer match current conditions on the ground.
Local projects and sites under review
Whittlesea Council continues capital works that include 71,000 sqm of road resurfacing on Graduate Road and Scholar Drive plus a new concrete bridge over Plenty River. At the same time a Planning Scheme Amendment C269 is under preparation for the 36-hectare former Bundoora Quarry site on McKimmies Road, with the aim of rezoning the land for approximately 700 residential dwellings. Darebin Council is updating its General Local Law to cover current and emerging issues across its part of Bundoora.
Evidence from past decisions
A new master plan is required for the Bundoora Park Precinct because the previous one expired in 1998. Recent works already completed in the precinct include an All Abilities Play space and new barbeques. These dated elements show how earlier planning documents have reached the end of their useful life and must be replaced.
Residents seeking further information on any of these matters can review the relevant council websites or contact the planning departments directly for the latest status of permits, amendments and local law changes.
