Municipal Revenue Sharing Act of 2026 to Change Albert Park Service Funding Schedule
Albert Park residents will see revised allocations for road repairs and library operations take effect with the 2027 fiscal year under the state legislature's updated distribution rules.
How we reported this
The state legislature passed the Municipal Revenue Sharing Act of 2026 in June, which updates the formula used to allocate state funds to cities including Albert Park. The measure ties disbursements to updated population and infrastructure data rather than fixed historical shares. City officials in Albert Park must now align their annual budgets with quarterly state transfers that begin in the new fiscal period.
State budget documents show that municipalities have operated under the prior formula since 2018, when revenue sharing covered 28 percent of local operating costs on average. The 2026 act requires the state Department of Finance to recalculate shares each January using census estimates and pavement condition reports submitted by each locality. Albert Park submitted its latest infrastructure data in March 2026.
Effects on Albert Park Services
Albert Park Public Works crews maintain 47 miles of local streets and four community parks. Under the act the city projects a shift in state support from the current $1.8 million annual transfer to $2.1 million starting July 2027, according to the preliminary allocation table released by the state. This adjustment would allow the parks department to extend operating hours at the Albert Park Recreation Center by two evenings per week without raising local fees. Library branches would receive an additional $140,000 for materials and staffing in the first year of the new schedule.
The legislation states that cities must publish their revised spending plans within 60 days of receiving each quarterly payment. Albert Park residents who use the municipal bus route along Main Street would see the first scheduled frequency increase in September 2027, once the city finalizes its capital plan with the new funds.
Rollout Timeline
The Department of Finance will issue the first recalculated payments in January 2027 based on data certified by December 2026. Albert Park city council is scheduled to hold a public hearing on its adjusted budget in February 2027. Any service changes approved at that meeting would appear in the city’s quarterly performance report released in April 2027.
