Altona Infrastructure Renewal Plan Allocates Funds to Road and Transit Projects
The 2026-27 municipal budget directs $42 million to construction contracts and maintenance crews that handle Altona roads, bus routes and community facilities.

Altona City Council approved the Infrastructure Renewal Plan on July 2, which sets aside $42 million from the 2026-27 operating budget for road resurfacing, bus shelter replacements and upgrades to three municipal service buildings. The measure applies to all wards and covers work scheduled through June 2027.
The plan follows the close of the prior fiscal year, when the council recorded a $6.8 million surplus in capital reserves. Council documents show the surplus resulted from lower-than-expected snow removal costs during the 2025-26 winter. The renewal plan channels that reserve directly into projects already identified in the 2024 capital works inventory.
Employment and contract opportunities
Local construction firms and tradespeople can bid on 14 separate contracts listed in the tender schedule released July 3. The largest single item is a $19 million package for pavement rehabilitation on 11 kilometres of collector roads in the north and west districts. Smaller contracts cover sidewalk repairs near the Altona transit hub and HVAC replacements at the east-end recreation centre. Procurement staff estimate the work will require 180 full-time equivalent positions during peak construction months.
Residents who commute daily on Route 14 and Route 22 bus lines will see new shelters installed at 28 stops beginning in September. The same budget line also funds the addition of two midday service runs on Route 9, which serves the industrial park. Maintenance records indicate the current shelters date from 2009 and have required repeated emergency repairs after heavy rain events.
Facility and service changes
Three city buildings will receive accessibility and energy-efficiency upgrades. The main library branch on Maple Street will gain automatic doors and LED lighting throughout its 1,200 square metres of public space. The south district administrative office will add a drive-through payment window for property-tax and utility bills. The north community centre will receive a new roof membrane rated for 25 years. Tenders close on August 15. Council staff will present shortlisted bidders at the September 4 public works committee meeting. Construction notices will be posted on the city website and at affected sites two weeks before work begins on any segment.
