State Relief Bill Cuts Altona Utility Costs, Revises Tax Credits
Altona residents will see revised utility credits and tax calculations under the measure that takes effect in the coming months.

The state legislature approved the Cost of Living Relief Bill in its June session. The measure revises eligibility rules for utility assistance and earned income tax credits that apply to households in Altona. Residents who receive electric and gas service from the regional provider will encounter new application thresholds starting in the fourth quarter.
State budget documents released in May show that energy prices rose 12 percent in the Altona service area during the prior 12 months. Lawmakers added the bill to the session calendar after those figures appeared in the economic outlook report prepared by the legislative fiscal office.
Adjustments to Local Household Expenses
The bill expands the existing utility rebate program to cover a larger share of winter heating costs for Altona addresses. A household that qualifies under the updated income limits will receive the credit as a direct line item on its monthly statement from the utility company. Local program administrators at the Altona community services office will begin accepting revised applications next month.
Under the legislation the earned income tax credit formula now includes a regional cost index drawn from Altona rental and grocery data collected by the state revenue department. The change alters the refund amount issued to qualifying workers when they file their 2026 returns.
State treasury records list the program as funded through an allocation approved in the 2025 budget act. The fiscal office projects first credit payments will reach Altona accounts by October.
Implementation requires the revenue department to issue guidance to local utilities within 30 days. Altona municipal staff will update intake procedures at city hall and coordinate with the regional utility to verify addresses before credits are applied.
