State Transit Enhancement Act Sets 2027 Rollout for Clayton Bus Services

It requires the Clayton Transit Authority to add service hours on three existing routes that connect residential areas to employment centers and medical facilities. State budget papers released in May projected that transportation costs for households would continue to rise without additional service. The legislation responds to those projections by requiring districts to publish quarterly progress reports starting in October 2026. Daily Effects for Clayton Residents
Route 12, which runs from the north side of Clayton to the central business district, will increase from 12 trips per weekday to 18 trips beginning 4 January 2027. Route 7, serving the industrial park and two clinics, will add weekend service for the first time. The authority estimates that 2,800 current riders in Clayton will gain at least one additional departure option each week once the changes are in place.
Fare adjustments will also start on the same date. Monthly passes will rise by 75 cents while single-ride tickets remain unchanged for the first year. The bill text states that the net revenue from the increase must be used only for the added service hours, not for administrative costs.
Implementation Timeline
The transport department will release detailed route maps and driver hiring targets by 30 September 2026. Local advocates note that the authority must complete vehicle maintenance checks and staff training before the January start date. A second phase of the legislation, covering evening service extensions, is scheduled for July 2027.
Residents who rely on the system for work or medical appointments can review draft schedules on the Clayton Transit Authority website once they are posted next month. The legislation requires the authority to hold two public meetings in Clayton before finalizing the January timetable.
