Changes for Collingwood Residents
Under the updated policy, residents seeking emergency housing assistance now submit applications through a single online portal instead of separate forms at three different counters. The Collingwood Community Services Department projects that processing times will drop from an average of 21 days to 14 days starting in August. Families with children under 12 who use the department's after-school meal program at the Collingwood Recreation Centre will receive an additional weekly grocery voucher valued at the current market rate for a standard basket of staples.
Local advocates note that the policy also expands the definition of qualifying income to include part-time gig earnings reported to the municipal tax office, a shift that brings roughly 340 additional households into the subsidized transit pass program according to figures in the 2026 budget papers.
Implementation Timeline
The Collingwood Municipal Council approved the policy by voice vote on July 6 after two public meetings held at City Hall in June. Staff training on the new portal and voucher system begins July 15, with full rollout scheduled for the first week of September. The government says the policy will require no increase in property taxes for the current fiscal year.
