Collingwood Council Approves Community Services Funding Allocation for Resident Support Programs

Collingwood City Council passed a measure on July 7 that increases annual funding for community services by $2.4 million. The allocation targets after-school programs and senior outreach services used by residents in the downtown wards and the North Collingwood housing estates.

The decision follows council review of 2025 service usage data that showed a 22 percent rise in requests for food assistance and childcare support. Council documents attribute the increase to higher living costs reported by households earning under $45,000 a year.

Changes to Local Service Delivery

Residents who rely on the Collingwood Youth Activity Centre will see extended hours on weekdays from 3 p.m. to 7 p.m. beginning August 1. The extra funds will also add two outreach workers who will visit seniors living alone in the Elm Street apartments twice weekly to deliver meals and check on medication schedules.

Policy analysts note that the new budget line appears under the Community Services Department line item in the 2026-2027 operating budget. That department currently serves 1,200 households each month through existing programs, according to the council’s quarterly performance report released in May.

Families in the Collingwood public housing blocks stand to gain most directly. One example is the after-school snack and homework program at the Riverside Community Hub, which will now accept 40 additional children without a wait list. Seniors who previously paid $8 per meal at the Collingwood Senior Centre will see that fee reduced to $5 under the approved plan.

Implementation Timeline

Council staff will begin hiring for the two new outreach positions next week, with contracts expected to be signed by July 25. The government says the expanded services will reach an additional 300 residents by the end of the calendar year. Monthly progress reports will be posted on the city website starting in September.
