Collingwood Launches Affordable Housing Push, Completes Plan Consultation

The Town of Collingwood (Ontario) is ramping up public engagement on two major policy fronts: an Affordable Housing Master Plan and a new Official Plan, while also starting a joint recreation study with The Blue Mountains.

The 'What's Possible for Collingwood' public campaign, launched as part of the town's Affordable Housing Master Plan, aims to build community support for a wider range of housing types. The campaign is designed to help residents understand and discuss options such as secondary suites, townhouses, and small-lot single-family homes, all of which could change what development looks like in existing neighbourhoods.

This push comes as the town's new Official Plan, adopted on December 11, 2023, replaces the 2004 version after more than three years of intensive consultation. The plan sets the long-term land-use framework for Collingwood's growth, including policies on housing density, environmental protection, and transportation. The official plan consultation process, which included multiple public meetings and a dedicated website, concluded with council's adoption.

Recreation and open space planning

In a separate initiative, the Town of Collingwood is partnering with The Blue Mountains to launch a Joint Multi-Use Recreation Feasibility Assessment. The study, guided by consulting firm Colliers Project Leaders, will include a new community consultation plan to gauge local needs for recreational facilities that could serve both communities. The assessment is expected to help determine what types of indoor and outdoor recreation spaces, such as arenas, pools, or multi-purpose fields, are most needed and where they should be located.

For residents, the direct effect will be a series of public consultation sessions and an online survey over the coming months, providing opportunities to shape which facilities are prioritized and how they are funded. The town has not yet released a timeline for the feasibility assessment's completion.

The combination of housing and recreation initiatives reflects a broader municipal effort to plan for population growth while maintaining quality of life. Collingwood's population has risen steadily over the past decade, putting pressure on both housing supply and community infrastructure.
