Collingwood Launches Major Infrastructure Push: Roads, Water Systems Upgrade by Summer 2026

The Town of Collingwood is moving ahead with a slate of infrastructure projects that are expected to deliver visible changes for residents over the coming months, from smoother roads to expanded water capacity, according to the municipality's 2026 work plan and recent council decisions.

At the centre of the push is the 2023 Official Plan, adopted by council on December 11, 2023, which replaces the 2004 version and sets out how the town will manage growth and infrastructure investment through 2051. The plan was designed to guide where and how residential development, commercial activity and public services will expand, giving residents and developers a clearer picture of the community's long-term direction, the town has stated.

Streamlined Department and Summer Works

To execute these priorities, Collingwood created a new Infrastructure Department effective January 1, 2025, merging Public Works, Growth and Development, and Water & Wastewater services into a single structure. The reorganization aims to reduce red tape and speed up project delivery, according to the town's announcement.

For 2026, residents can expect two major road projects to move forward. Road resurfacing is tentatively scheduled to begin July 13, 2026, and traffic calming speed humps are scheduled to be installed by the end of June 2026. These measures are intended to improve safety and ride quality on local streets, particularly in neighbourhoods where through-traffic and speeding have been concerns.

Water Upgrades to Support Growth

One of the most consequential projects for the town's capacity to grow is the Harbour Street West Watermain Extension. Construction began in February 2026 and is anticipated to be completed by May 2026, with the installation of 700 metres of 300-millimetre-diameter watermain. The extension will improve water service reliability and fire flows along the corridor, supporting both existing residents and future development.

Meanwhile, the interim drinking water system expansion is underway and expected to be finished by summer 2026. The town has indicated this project will increase capacity to support hundreds of additional homes and jobs, addressing a long-standing constraint that had limited new construction and business expansion in certain parts of Collingwood.

For residents, the timeline means that by the end of this summer, several key upgrades should be operational or at advanced stages. The road resurfacing and traffic calming measures are scheduled for completion in the second half of 2026, while the watermain extension and system expansion are on track to wrap up by early summer. The cumulative effect is intended to be a smoother, safer commute and a more reliable water supply that can accommodate the town's anticipated growth.

Council has also signaled that additional transportation planning is in the works, with a Master Mobility Transportation Plan currently under public consultation, according to the town's engagement portal. That process will, the town says, shape how Collingwood manages traffic, pedestrian access, cycling routes and transit over the next decade.
