Infrastructure and Jobs Expansion Act 2026 Directs State Funds to Eltham Road Upgrades and Training Sites
The measure sets aside resources for specific transit repairs and workforce facilities that residents in Eltham use for daily travel and employment access.
How we reported this
The state legislature approved the Infrastructure and Jobs Expansion Act 2026 last week, directing targeted allocations to road maintenance and skills centers in designated regional zones that include Eltham. The legislation specifies that funds must support projects already listed in the state transport inventory rather than new proposals.
Passage occurred after the June budget papers identified shortfalls in regional connectivity spending, with lawmakers required to address those gaps before the fiscal year ends. The act ties disbursements to existing capital plans rather than creating separate programs.
Project Allocations for Eltham
Under the act, Eltham receives designation for 35 million dollars in road resurfacing along the primary east-west corridor and an additional 12 million dollars for expansion of the existing vocational training building at the municipal services complex. These amounts appear in schedule 4 of the legislation, which lists 14 municipalities by name and project type.
Residents who commute through the corridor will see work scheduled in phases beginning next month, while the training site expansion is projected to add classroom capacity for 120 participants at any one time. Local service providers have already submitted notices of intent to operate programs once construction finishes.
The Productivity Commission has found that similar past allocations produced an average of 2.4 direct construction positions per million dollars spent, a ratio cited in the bill's accompanying fiscal note. The note also records that Eltham's share represents 4 percent of the act's total regional infrastructure envelope.
Implementation Timeline
State agencies must publish grant guidelines within 30 days, after which the Eltham municipal council can submit detailed work plans. The government says the policy will complete initial outlays by December 2027, with quarterly progress reports required to be posted on the transport department website.
