Eltham Mayor's Community Facilities Enhancement Policy Shifts Council Budget to Library and Hall Upgrades

Under the policy the central library will remain open until 8 p.m. on Tuesdays and Thursdays instead of closing at 6 p.m. Families who visit after school or work shifts will no longer need to rearrange schedules or travel to facilities outside Eltham. The three halls will receive new lighting, improved heating systems and additional storage, measures listed in the council's facilities assessment completed in March 2026.
Policy analysts say the extended hours and upgrades are expected to increase weekly visits by an estimated 15 percent once work finishes. Local advocates note that groups such as after-school programs and weekly craft circles have already inquired about new booking slots that become available in September.
Budget Allocation and Timeline
The council's capital works line item shows 1.2 million set aside for the projects, equal to 8 percent of the facilities budget. Funds will cover contractor costs for electrical work at the halls and additional staffing at the library during the new evening periods. No new rates increase is required under the current plan.
Work on the halls is scheduled to begin in September 2026, with the library hour changes taking effect at the same time. Progress reports will be presented at the October council meeting, and a second round of resident comment sessions is listed for August on the council calendar.
