Epping Borough Council Launches Phased Road Resurfacing Policy, First Works Due September 2026
Residents on routes including High Street and Theydon Bois roads will encounter initial repair crews from autumn, with the council budget paper projecting completion of phase one by December.

The Epping Borough Council approved its 2026/27 infrastructure delivery plan on 1 July, setting out a phased road resurfacing programme that begins site preparation in September. The plan covers 12 kilometres of local carriageway and directly affects households in the Epping Forest and Theydon Bois wards.
The update follows the council’s March 2026 condition survey, which recorded 47 per cent of inspected roads as below acceptable standard. National funding rules introduced in the 2025 Local Government Finance Settlement require councils to publish delivery timetables before drawing down capital allocations, prompting the current schedule.
Daily travel and household costs
Commuters using the High Street corridor will see temporary lane closures from mid-September, while residents in Theydon Bois can expect works to reach their section by late October. The legislation states that completed sections must meet a 10-year design life, reducing the frequency of emergency pothole repairs that currently require weekend call-outs.
Local advocates note that smoother surfaces are projected to cut average journey times by three minutes on the affected routes once phase one finishes in December. Businesses along the High Street will receive advance notice of restricted loading bays during the works window.
Budget figures and next stages
The council’s 2026/27 budget paper records a £2.4 million allocation for the first phase, drawn from the capital programme and expected to be spent by March 2027. Subsequent phases covering remaining wards are listed for consultation in January 2027, with construction timetables to be published after that round of public meetings.
The government says the policy will reach full coverage of priority roads by the end of 2028. Residents can register for ward-specific updates through the council website from 15 July.
