Epping Forest District Council Approves Revised Residents Parking Zones Policy, Changing Permit Costs for Town Centre Drivers

Epping Forest District Council voted on 7 July to adopt the revised Residents Parking Zones Policy after a meeting that reviewed proposals first published in the council's March consultation document. The policy updates permit eligibility rules and fee structures for on-street parking in nine designated zones around the town centre and nearby residential roads.
The update comes as the council prepares its 2027-28 budget amid rising enforcement costs recorded in last year's annual accounts. Local transport officers told councillors that current zones, established under the 2018 order, no longer match observed parking demand patterns shown in the council's traffic surveys.
Changes for households and commuters
Under the new rules, residents in the affected streets will apply for permits through the council's online portal rather than at the civic offices. Permit prices will be set according to vehicle emissions bands listed in the policy appendix, with the lowest band remaining at the existing rate while higher-emission vehicles face an increase. Visitors to these zones will continue to use pay-and-display machines during controlled hours, which the document states run from 8am to 6pm on weekdays.
Households on roads such as High Street, Station Road and Hemnall Street will receive letters in August outlining how to renew or apply. The legislation states that properties built after 2020 in these zones will qualify only if they meet the minimum off-street parking requirement set out in the local plan.
Next steps and implementation timeline
Council officers will publish the final zone maps on the authority website by the end of July. Enforcement of the new fees and boundaries is scheduled to begin in April 2027 once the traffic regulation order is sealed. Residents who wish to comment on the boundary lines may submit representations to the parking services team before 15 August, as required by the consultation process outlined in the policy paper.
The approved document projects that the revised scheme will generate additional revenue to cover the cost of new signage and enforcement patrols, figures drawn from the council's transport budget estimates. Further adjustments to the zones will be considered during the next review cycle scheduled for 2030.
