Footscray CBD Place Plan 2025/26 Sets Out Safety and Public Realm Changes

Government funding of 5 million supports revitalisation of the Footscray CBD through creation of the Creative West cultural precinct. The precinct includes a 500-seat performance venue and a contemporary library. These additions are projected to increase the number of local venues available for performances and study spaces.
Further government investment covers 1.5 billion for a new hospital with an opening date of 2025, more than 120 million for the Footscray Learning Precinct, and 36.6 million for redevelopment of Whitten Oval. Each project supplies services or spaces that residents access for medical care, education and recreation.
Planning Changes and Next Steps
Draft plans released in late 2025 propose rezoning sections of West Footscray near the railway station. The changes would permit apartment buildings up to 12 storeys, replacing previous height limits of 4 to 8 storeys. Implementation of the Place Plan and consideration of the rezoning proposals will occur through standard local processes.
Residents in the central and western parts of Footscray will encounter the safety measures and new facilities as they move through daily routines in the precinct. The hospital and learning precinct are scheduled to expand health and education options without requiring travel outside the area.
