Frankston Council Seeks Youth Input on 2027-2031 Action Plan

Frankston City Council has opened consultation on its Draft Youth Action Plan 2027-2031 for residents aged 12 to 24, with feedback due by 31 May 2026. The council is also running the final stage of consultation on the Draft Council and Wellbeing Plan 2025-2029, which closes on 24 May 2025. A separate Community Satisfaction Survey for 2026 is underway, with door-to-door interviews planned with 800 residents across the municipality over six weeks.

These processes coincide with earlier consultations on the Frankston City Centre Emerging Ideas paper, which is intended to inform a future structure plan addressing parks, housing and transport. Consultation has also begun on the Housing Strategy discussion paper, which is designed to guide planning for approximately 9,000 new dwellings needed for population growth.

Plans covering housing and transport infrastructure

The city centre structure plan and Housing Strategy discussion paper directly address infrastructure and service planning. Residents can submit views on how future housing supply, park provision and transport connections should be arranged within the municipality. The Housing Strategy discussion paper sets out the scale of new dwellings required to accommodate growth, while the Emerging Ideas paper focuses on the practical layout of parks, housing locations and transport routes.

The Community Satisfaction Survey provides another channel for residents to record views on current council performance. Its door-to-door format across the municipality is intended to capture a broad sample of local experiences with services and facilities.

Next steps for participation

Feedback periods for the Youth Action Plan and the Council and Wellbeing Plan are scheduled to close on the dates noted above. The council has previously conducted consultation rounds on the city centre ideas paper and the Housing Strategy discussion paper, and residents can still access those documents to understand the scope of proposed changes to housing and transport planning. All processes remain open for direct community submissions through the stated channels.
