Monash Council Removes Vegetation Protections from Glen Waverley Planning Area

The Monash Planning Scheme Amendment C177mona deletes Schedule 1 to the Vegetation Protection Overlay from all land inside the Glen Waverley Structure Plan Area. This change forms part of broader updates prepared by the Suburban Rail Loop Authority to align planning controls with the Draft Glen Waverley SRL East Structure Plan. The amendment applies directly to properties within the City of Monash that fall inside the defined structure plan boundaries.
The explanatory report states the amendment is required to guide development for the next 15 years in line with the structure plan vision. It removes several existing overlays and zones while introducing the Precinct Zone and Built Form Overlay across most of the area. The deletion of the vegetation overlay occurs alongside rezoning of land previously covered by General Residential Zone schedules and other controls.
Impact on daily decisions for Glen Waverley property owners
Residents planning extensions, tree removals or site works will no longer need permits triggered by the Vegetation Protection Overlay. Properties near the proposed Glen Waverley underground station may see faster processing for development applications once the new Precinct Zone rules take effect. Local homeowners and businesses inside the structure plan area will instead follow the requirements set out in the new Built Form Overlay schedules and the Parking Overlay.
The amendment also inserts background documents including the SRL East Structure Plan, Glen Waverley and the Precinct Parking Plan, Glen Waverley into the planning scheme. These documents will guide how land is developed around the six new underground stations on the 26-kilometre SRL East rail line. The structure plan area includes the existing Kingsway shopping strip and surrounding residential streets.
