Heidelberg Council Approves 2027 Budget Allocating Funds to Childcare Expansion

Heidelberg City Council on 7 July approved the 2027 operating budget that adds €4.8 million for new childcare places and trims planned spending on two local road projects. The measure passed by a 28-19 margin after amendments shifted resources from infrastructure maintenance to early-years services. Families with children under six in the Altstadt and Neuenheim districts stand to gain first access to the 140 additional places, while households in Pfaffengrund will see no changes to the scheduled resurfacing of two collector roads until at least 2028.

Why the allocation matters now

The decision follows a city planning department report that showed 452 children on waiting lists for regulated childcare slots as of 1 June. Council documents state that current facilities operate at 97 percent capacity. The new funding is drawn from reserves originally earmarked for capital works, a reallocation permitted under the municipal budget ordinance adopted in 2024. Local advocates note that the change responds to enrolment demand recorded in the 2025 kindergarten census rather than to any national directive.

Residents in Altstadt will see two existing centres extended by a total of 80 places, with construction slated to begin in the first quarter of 2027. Neuenheim families gain 60 places at a new modular facility on the site of the former municipal depot. In Pfaffengrund, the postponement of resurfacing on Römerstrasse and the adjacent access road means those segments remain on the 2028 schedule. City engineers have recorded surface defects rated 3.4 on the municipal pavement index, indicating moderate deterioration but not immediate safety concerns.

Budget figures and next steps

The adopted budget paper lists total operating expenditure at €312 million, with the childcare line item rising from €18.7 million in 2026 to €23.5 million next year. The two deferred road projects carried a combined estimate of €1.9 million. Implementation begins with a tender process for the Neuenheim modular building in September, while Altstadt extensions will use existing contractors already under framework agreements. The city administration projects the new places will be available by September 2027.
