Amendment GC252 Sets New Height Rules Across Moorabbin Activity Centre
Changes effective since April 2025 allow taller buildings in designated zones near Moorabbin Train Station and in the walkable catchment, while preserving industrial areas for manufacturing and logistics.

Amendment GC252 took effect on 11 April 2025 and applies to Moorabbin as a Major Activity Centre that spans the municipalities of Kingston, Glen Eira and Bayside. The controls introduce higher housing density through rezoning in the Activity Centre Zone and adjacent residential land.
Core area and walkable catchment provisions
In the core near Moorabbin Train Station, the Activity Centre Zone now includes a Built Form Overlay that permits taller buildings and offers a deemed-to-comply pathway for projects meeting specified height and setback standards. Residential land within the walkable catchment, defined as up to 800 metres from the core, has been rezoned to the Housing Choice and Transport Zone. This allows buildings up to six storeys on sites previously limited to two or three storeys.
Outside the catchment, the Glen Eira area north of South Road saw former General Residential Zone land rezoned to Residential Growth Zone, permitting four storeys. Former Neighbourhood Residential Zone sites now allow three storeys on standard lots and four storeys on larger sites. These shifts directly affect properties in those mapped areas.
Retained zones and resident implications
The suburb continues to hold substantial Industrial 1 and Industrial 3 zoning for manufacturing and logistics, together with Business 1 and 2 zoning in the activity centre. Mixed Use and Activity Centre Zone provisions are the main drivers of apartment redevelopment under the new framework. Residents in or near the rezoned catchments may encounter more development applications that follow the updated height and setback pathways. Projects that satisfy the deemed-to-comply criteria can proceed through a streamlined assessment process.
Local impacts depend on individual site conditions and the timing of development proposals submitted after the 2025 effective date. Industrial and business zones remain in place, so manufacturing and logistics activities continue alongside any new residential construction. The government states the policy will support additional housing options in the designated zones.
