Moorabbin Activity Centre Plan Directs New Homes to Core Area Near Train Station

The finalized Moorabbin Activity Centre Plan requires more homes to be located in the core area near the train station, with lower-rise apartments and townhouses directed to the surrounding 10-minute walk catchment.

This approach concentrates development in specific zones while applying different rules outside the core. Residents living in the catchment area will see building height limits restricted to three storeys, which shapes the scale of any new construction nearby.

Rezoning Unlocks Land for Additional Homes

The Activity Centre Zone rezoning unlocks 8 hectares of land for redevelopment. The plan projects that the Moorabbin activity centre and catchment area will contribute between 5,000 and 6,800 new homes by 2051. Within the rezoned area itself, approximately 1,800 new homes are anticipated over the next 16 years.

These figures describe the expected contribution of the centre and its immediate surroundings to overall housing supply. For local residents, the changes mean new housing will be added in defined locations rather than spread evenly across all neighbourhoods.

Streamlined Process and Height Controls

A new streamlined planning process will apply in the activity centre core to accelerate construction of homes. At the same time, the plan restricts building heights over three storeys in the catchment. Moorabbin forms one of 10 initial pilot activity centres under the Housing Statement targeting 60,000 new homes around activity centres by 2051.

Local residents may experience changes in how planning applications are handled in the core, while areas further out retain stricter height rules. The government says the policy will deliver homes in the right locations to support daily access to transport and services.

Implementation will proceed through the established planning framework, with the rezoning and process changes guiding future applications in the designated zones.
