Utility Rate Stabilisation Act Limits Annual Increases for Northcote Households

The Utility Rate Stabilisation Act, approved by the state legislature on July 3, requires the public utilities commission to reject any proposed residential rate increase above the 2.5 percent annual ceiling for the next three years. The measure applies to all 12,400 Northcote households currently served by the regional grid operator.

Legislators advanced the bill after the commission approved a 7.8 percent rate rise last December that took effect on February 1. State budget documents show the prior increase added an average of $114 to annual household utility costs across the district.

Direct Effects on Monthly Expenses

Under the new rules, a household using 650 kilowatt-hours of electricity each month will see its bill rise by no more than $3.75 in 2027. The same limit applies to natural gas accounts, which the legislation folds into the same annual review process. Local advocates note that Northcote families who heat homes with gas will receive the first adjusted statements in January 2027.

The state fiscal analysis office projects total savings of $2.2 million for Northcote utility customers over the three-year period. That figure comes from the bill's accompanying fiscal note, which uses 2025 consumption data from the regional grid operator.

Implementation Timeline

Utilities must file revised rate schedules with the commission by October 15 for review under the new cap. The commission will hold public hearings in Northcote on November 12 before issuing final orders. Residents can submit written comments through the commission's online portal until November 5.

The legislation also directs the commission to publish an annual compliance report each March beginning in 2028, listing every approved rate adjustment and the cumulative effect on household budgets in each legislative district.
