Northcote Community Services Enhancement Ordinance Expands Local Aid Eligibility

Changes for residents who use the programs
Under the ordinance, the income limit for food assistance rises from 130 percent to 150 percent of the regional median. Seniors living in the Northcote Heights neighbourhood can now book council-funded rides to medical appointments without a prior referral from a primary-care provider. Youth counselling slots increase from 120 to 180 per quarter at the Northcote Community Centre on Maple Street.
The 2026 municipal budget paper lists an allocation of 2.4 million dollars for these expanded services. The figure appears under line item 4.3 in the community development section and covers the period from 1 October 2026 through 30 September 2027.
Timetable for rollout
Application forms revised under the ordinance become available at the Northcote City Hall permit counter on 15 August. Staff training on the new criteria begins the following week. The government says the policy will result in first payments to approved providers by 1 November.
Local advocates note that residents should bring proof of address dated within 60 days when submitting forms. The ordinance requires the council to publish quarterly usage reports on its public website starting in January 2027.
