The St Albans City and District Council approved an expansion of its council tax reduction scheme on 7 July 2026. The change extends eligibility to more households earning below £28,000 annually and increases the maximum discount from 80 per cent to 90 per cent for qualifying applicants.

National cost-of-living pressures, including higher energy tariffs recorded by Ofgem in spring 2026, have prompted the district council to review its local support measures. Council documents note that average household energy costs in Hertfordshire rose by 12 per cent between January and June 2026, prompting the authority to draw on its reserves to fund the expanded relief.

Residents in areas such as the Marshalswick and Sopwell wards will receive revised bills from August. A single parent household previously paying £1,240 per year in council tax could now pay £124 less if it meets the updated income criteria. Local food banks report that families often redirect any freed funds toward weekly groceries at supermarkets on the Hatfield Road.

The legislation states that the scheme will also cover residents in receipt of universal credit who face deductions for housing costs. Policy analysts say this adjustment targets the 4,800 households already registered for partial relief under the previous rules.

The council's 2026-27 budget paper allocates £3.1 million to the expanded programme. This figure covers both the increased discounts and additional administrative staff at the Civic Centre. The government says the policy will process new applications within four weeks of submission.
