St Albans City Council Approves 2026 Infrastructure and Jobs Package

St Albans City Council voted on 7 July to allocate 4.8 million pounds from its capital budget to road resurfacing and community facility upgrades across the district. The measures passed by a margin of 28 to 12 and cover projects on London Road, the A414 corridor and three existing leisure centres. Council records list the funding source as the 2026-27 capital programme already approved in March.

Why the votes occurred now

National government guidance issued in May required local authorities to submit updated infrastructure delivery plans by the end of July. St Albans officers prepared the package to meet that deadline and to draw down previously committed central funds before the next fiscal year begins. The meeting therefore focused on confirming specific line items rather than introducing new revenue measures.

Local residents will encounter phased road closures on London Road between September and December while crews replace drainage and surface layers. The leisure centre upgrades include extended opening hours at the Westminster Lodge site from 6am on weekdays, funded by the same allocation. Construction contracts are expected to employ crews drawn from firms already registered with the council’s procurement framework.

Budget figures and next steps

Council budget papers record that 1.9 million pounds of the total will go to resurfacing works, 1.4 million to leisure centre plant replacement and the remainder to footpath repairs near Verulamium Park. Officers stated that 65 per cent of the resurfacing contracts have already been tendered under existing multi-year agreements.

Implementation begins with a public consultation on the London Road schedule opening on 15 July. Final contractor appointments are scheduled for September, with the first completed sections due for reopening before Christmas.
