Sunshine Council Raises Commercial Property Tax Rate to Fund Local Services
The adjustment reallocates $1.2 million toward parks maintenance and library hours while increasing annual bills for 320 downtown businesses by an average of $3,800.

The Sunshine City Council approved a 0.5 percentage point increase in the commercial property tax rate during its July 6 meeting. The change takes effect January 1 2027 and applies to all non-residential properties within city limits. Homeowners see no direct rate change under the measure.
Allocation of New Revenue
The additional funds will support expanded maintenance at five municipal parks and extended operating hours at the main branch library on weekends. City budget documents project the levy will generate $1.2 million in its first year. These resources replace a portion of general fund transfers previously used for the same services.
Residents in the Northside and Riverbend neighborhoods stand to gain most from the parks allocation because those districts contain three of the five targeted sites. Families with children enrolled in after-school programs at the library will also see longer access periods on Saturdays. The legislation states that 60 percent of the new revenue must go to parks upkeep and 40 percent to library staffing.
Costs for Local Businesses
Owners of retail and office buildings along Main Street and in the industrial park east of Highway 12 will absorb the full increase. The average additional payment for a 5,000 square foot commercial parcel equals $3,800 per year according to the assessor’s office estimate. Some property managers have already notified tenants that lease renewals will reflect the higher tax obligation.
Smaller storefronts with lower assessed values face proportionally smaller increases yet still report concerns about passing costs to customers through higher prices. Larger employers in the logistics sector along the rail corridor will contribute the bulk of the new revenue because their properties carry higher valuations. No exemptions exist for businesses with fewer than ten employees under the current ordinance.
Implementation begins with updated tax statements mailed in December. The finance department will issue quarterly reports on spending starting March 2027 to track whether the designated amounts reach the parks and library accounts as required.
