Utility Rate Stabilization Bill Caps Increases for Templestowe Households

The legislation caps annual increases in electricity and water rates at 2 percent through 2029 and authorizes a one-time $150 credit for households that meet income guidelines. State budget documents released in May projected average household utility costs would rise 11 percent without intervention. The bill responds to those forecasts by drawing $12.5 million from the general fund to finance the credits. Changes to Monthly Expenses
A Templestowe household using 550 kilowatt-hours of electricity and 8,000 gallons of water each month currently pays about $162. Under the new caps and credit, that amount drops by roughly $19 in the first year. Families with children enrolled in the local school district qualify for an additional $25 supplement if their income sits below 150 percent of the area median.
The Productivity Commission report from April 2026 recorded that utility payments consume 7.8 percent of after-tax income for Templestowe households earning under $65,000. The legislation states the credit will appear as a line-item reduction on the October billing cycle for accounts registered by September 15.
Rollout and Verification Process
The Department of Consumer Affairs will begin accepting online applications on July 15. Residents must submit proof of address and the most recent utility statement. Local advocates note that community centers in Templestowe will host in-person assistance sessions on the first and third Tuesdays of each month.
Payments will reach approved accounts by the end of the third quarter. The government says the policy will cover 92,000 households statewide, with 18 percent of those located in the Templestowe service area. Further adjustments to the rate cap will be reviewed during the 2027 legislative session.
