Residents in the northern wards, where median household income sits at 62,000 dollars, would see the largest proportional effect because water usage volumes there exceed the city average. A family of four paying 312 dollars quarterly for combined services would receive a 68-dollar credit, leaving 244 dollars due. The credit appears as a line item on the same bill rather than requiring a separate application.

The council's published budget paper allocates 2.1 million dollars for the first year of credits.
