Epping Land Release: Who Qualifies and How to Apply
Fresh swathes of land are being made available in southern and western Epping, with authorities detailing eligibility rules and a multi-stage application process.
How we reported this
Dozens of new lots will be released in Epping next month as part of an ambitious land release announced this week by the Epping City Planning Authority. The new sites are concentrated around the Parkview Estate precinct along Bridge Street and the growth corridor near Stonemill Avenue, and are aimed at bringing hundreds of new homes to market by early 2027.
The timing comes as Epping grapples with continued demand for new housing, driven by a rising local population and the ongoing popularity of the Ivyhill shopping district. Recent data from the Epping Regional Housing Survey shows a 14% uptick in first-home buyer enquiries since January 2026, putting pressure on local supply and keeping prices buoyant. With rental vacancies on Blackwell Road at historic lows, the move is expected to provide relief for both buyers and renters seeking greater choice.
Where the Land is and Who Gets Priority
The council confirmed the bulk of the new allotments will be south of Riverford Park, on sites previously earmarked for future mixed-use development. All applications are being administered through the Epping New Dwelling Initiative (ENDI), which has previously overseen substantial releases in Northfield and Long Meadow. Eligibility rules prioritise Epping residents who have lived in the city for at least three years. Applicants must be first-home buyers or eligible single parents, and household income thresholds apply-set at $112,000 for couples and $79,000 for individuals, according to this week’s ENDI bulletin. Over 120 lots will be offered between Parkview Rise and Willowbark Crescent, and a further 40 released at the Westside Lane project adjoining Epping West Community Centre.
The land parcels range from 340 to 525 square metres. Entry-level prices start at $394,000 for the smallest blocks on Willowbark Crescent, based on figures published in the Authority’s 2026 June market update. ENDI directorate documents note a preference for buyers intending to commence building within 18 months of settlement to ensure speedy activation of the precinct.
How and When to Apply
Registrations for the online ballot open Monday, 20 July. Prospective buyers must lodge their interest via the ENDI web portal by 5pm, 16 August. Paper applications are also being accepted at the council offices on Main Street and at the Epping West Community Centre, near the site of the upcoming release. Shortlisted applicants will undergo income and residency verification, with successful entries announced the following month.
With planning approvals for the first dwellings expected to be finalised by December, council officers say site preparation will begin before the end of the year. Further information, including detailed site maps and eligibility FAQs, can be found on the council’s website and at information sessions scheduled next week at the Epping Regional Library and Riverford Hub. Local real estate agents report interest is strong, particularly among young families and essential workers employed at Epping Hospital and the Templar Street business park.
For those considering applying, officials recommend assembling proof of income, residency records, and evidence of first-home buyer status in advance. Demand is likely to remain strong, so early registration is advised to maximise chances of securing one of Epping’s scarce vacant blocks.
