What the Bergheim Site Will Look Like

Meridian's approved plans call for a stepped tower, rising from six storeys at the Römerstraße corner to 14 at the Kurfürstenanlage frontage, clad in precast concrete panels and reclaimed terracotta tile. Fifty-four of the 186 units will be designated affordable housing under the city's Sozialer Wohnungsbau quota, meaning they must be let at no more than €10.50 per square metre for a minimum of 25 years. The remaining 132 units will be offered at market rate, with estimated rents starting at around €19 per square metre.
Bergheim is not a blank canvas. The district already hosts the SRH Klinikum hospital campus to the north and a dense ring of Gründerzeit apartment buildings to the south. Residents' groups in the neighbourhood had raised objections during the two public consultation rounds, chiefly over shadow impact on the Römerstraße residential blocks and increased traffic loading at the Kurfürstenanlage-Vangerowstraße intersection. The planning authority attached 14 binding conditions to Thursday's approval, including a requirement that the developer fund a signalisation upgrade at that junction before any construction hoarding goes up.
Financing, Timeline and What Buyers Can Expect
Meridian Wohnbau has confirmed it has secured construction financing through Landesbank Baden-Württemberg, with a first drawdown expected in October 2026. Groundwork is scheduled to begin in January 2027, subject to a six-week objection window that expires on 15 August. Completion is targeted for the third quarter of 2029.
The approval lands as Heidelberg's wider Bahnstadt district, the former freight rail yard redeveloped under the city's flagship PassivHaus programme, begins to hit its population ceiling. With Bahnstadt now housing around 7,000 residents and near full build-out, the Kurfürstenanlage site represents a deliberate pivot back toward densifying the existing inner city rather than expanding on greenfield land. The city's 2035 Flächennutzungsplan, adopted in 2024, explicitly prioritises infill over edge-of-city expansion.
For prospective tenants and buyers watching from the sidelines: the affordable units will be allocated through the city's Wohnberechtigungsschein system, meaning applicants need a means-tested housing certificate issued by the Bürgeramt on Bergheimer Straße. Applications for those certificates can take six to eight weeks to process, so anyone hoping to be in the queue when lettings open in 2029 would be sensible to start the paperwork well in advance. Market-rate units will be marketed through Meridian's Frankfurt office from mid-2028, the company said in a brief statement released alongside Thursday's decision.
