A plan to rezone land near Holland Road has drawn fresh attention from developers and residents alike.

Kensington and Chelsea Council received a formal rezoning application on 2 July 2026 that would shift a 4.2-hectare parcel bounded by Holland Road and Napier Road from light-industrial to mixed residential and retail use.
The application arrives as Kensington property values have climbed 11 per cent since January, according to Land Registry figures released last month, and as buyers priced out of central zones look for larger sites within the borough.

The site sits two blocks from the entrance to Holland Park and one street from the weekly Portobello Road market extension that runs along Golborne Road. Residents who use the 28 bus stop at the corner of St Mark’s Road to reach Paddington station would see new ground-floor shops replace the existing warehouses if the plan advances.
Community groups including the North Kensington Residents Association have already scheduled a site walk on 18 July to map how the change might affect parking and pedestrian access to St Clement’s Church on Treverton Street.
Numbers behind the proposal
Current valuations place the land at roughly £18 million under industrial zoning; the rezoning documents project a completed scheme could fetch £62 million once 180 flats and 2,400 square metres of retail space are built. A 2025 council housing needs assessment recorded a shortfall of 1,150 affordable units in the ward, a figure cited in the application as justification for including 35 per cent affordable housing.
The planning committee is scheduled to open public consultation on 22 July at the Kensington Town Hall council chamber. Residents can submit written comments until 12 August through the council’s online portal or by post to the planning department at Hornton Street.
