The issue has grown since mid-2025 when several apartment blocks near Moonee Ponds Junction installed brighter LED fixtures without shielding. Local wellness groups now track complaints through the Moonee Valley Community Network, which logged 47 sleep-related calls in the first half of 2026 alone.
Local programs track bedroom conditions
The Moonee Ponds Library on Holmes Road runs a monthly sleep environment workshop that started in March 2026. Participants bring phone readings of their room temperature and light levels for review. At the same time the Moonee Ponds Community Centre on Margaret Street offers a six-week course on noise reduction that includes grants for window seals up to $180 per household.
Both programs draw from data collected by the Victorian Sleep Health Network, which reported in its April 2026 bulletin that bedrooms above 16 degrees see a 15 percent drop in deep sleep minutes compared with cooler rooms. Noise above 45 decibels from traffic cuts total sleep time by 22 minutes on average, the same report stated.
Practical steps residents can take
Blackout curtains fitted last month at the community centre cost $65 each and reduced morning light entry by 90 percent in three test bedrooms on Margaret Street. Lowering thermostats to 15 degrees before bed and using earplugs rated 32 decibels have produced similar gains for participants who attended the library sessions.
Next month the community centre will add a free noise meter loan program for residents on streets within 200 metres of the rail line. Those interested can register at the front desk on Holmes Road before 5 pm on weekdays.
